Rules for driving an ATV on the road – what's allowed and what's forbidden?

ATVs, better known as quads, have evolved from a tool for work in the forest and on the farm into serious vehicles that can also be found on roads. Modern models are powerful, often four-wheel drive (4x4), equipped with excellent lights, off-road tires, comfortable seats, some even with two seats and gas suspension. Many drivers want to use them not only for off-road but also for everyday driving – from home to the store, on regional roads, or even longer distances.

And that's where the question begins: is this even allowed? How must an ATV be registered? What does the law say and why, despite everything, can't you take it on the highway?

What types of ATVs do we know?

To understand the rules, we must first know how quads are legally categorized in Slovenia. There are three key types:

  • Quads (category L7e) 
  • Tractors (category T3b) 

Some ATVs are homologated so that they can be driven with a category B driving license. These are L7e quads, but they are often known to providers as EURO4, EURO5 models, as they must meet all emission requirements, just like motor vehicles for road traffic. Don't be misled because passenger cars are already EURO6 and above. A quad must meet emission requirements as a motorcycle does, not a passenger vehicle - a car, even though it can be driven with a category B license.

What do you need for legal road driving?

For road driving, an ATV must be:

  • registered as a tractor or quad
  • equipped with all mandatory equipment, such as a first aid kit (sufficient for a motorcycle)
  • insured with mandatory insurance (AO) as a motorcycle,
  • technically sound

If you have this in order, you can drive your ATV on:

  • local roads,
  • regional roads,
  • municipal public paths.

However, you must not drive on sidewalks, bike paths, or private forest roads without permission.

Why are quads not allowed on highways?

Neither category is allowed on the highway, because tractors do not exceed 60km/h, and L7e still falls under light vehicles with its prefix L.

1. Legal classification

The Road Traffic Rules Act stipulates that only vehicles whose design speed exceeds 60 km/h and are properly homologated may drive on highways and expressways. These vehicles include:

  • passenger cars,
  • motorcycles over 50 ccm,
  • buses,
  • trucks.

Quads, even if fast and registered for category B, have the homologation type L7e, which excludes them. Tractor quads (category F) are excluded due to their nature and intended use – and also because they can drive significantly slower.

2. Visibility and stability

ATVs have a different design and driving characteristics. Due to their higher center of gravity, width, open cabin, and seating position, they are not equivalent to classic passenger cars. On highways, where speeds range between 110–130 km/h, the risk of losing control of the vehicle or due to wind gusts would be greater.

Penalties for breaking the rules

If you still take your ATV on the highway, you face a fine of 300 to 500 euros. In addition to the fine, the police officer can:

  • prohibit you from continuing your journey,
  • issue a misdemeanor decision,
  • in more serious cases, propose temporary confiscation of the vehicle (if violations are repeated).
Interesting facts about ATVs in traffic
  • Some registered ATVs have dual homologation – one for use on public roads and one for off-road. This means you can legally use an ATV for road transport, then enter the forest (if you have permission).
  • In Slovenia, the number of registered quads has significantly increased in the last 5 years, mainly due to their usefulness in mountainous terrain and hard-to-reach places.

However, you must not drive:

  • on highways and expressways,
  • on sidewalks, in parks, and on recreational paths,
  • on private land without permission.
Conclusion

Driving an ATV on the road in Slovenia is entirely possible and legal if the vehicle meets technical requirements, is registered, and insured. It can be used as an everyday means of transport, especially in rural or mountainous areas. But it's important to know that the law does not consider an ATV equivalent to a passenger car – so you cannot take it on the highway, regardless of how powerful it is.
